The arms are tight like most said. The dress instead is cute but the neck like was bothersome. I didn't wear it and went with another instead.

As the others said, it's difficult to raise your arms any higher than your chest area. The top part is tight, also. BUT ALL OF THIS DOESN'T MATTER. It made me feel sexy and stylish. Many compliments were give !
