After a lot of work, finally figured it out (I think?). The waist was snug on me compared to the shoulders and it just looked sloppy and weird. Didn't wear.

The dress fabric is very heavy and thick, almost like scuba. Neck tie lays awkwardly. Overall not flattering and I decided not to wear.
