Rides up constantly. I spent the whole day at work pulling this blouse down. Something is off with the fit and/or cut of it

Very feminine but unwearable
I wasn’t able to wear the dress because the front was too low to use any kind of bra and it couldn’t be worn without one. Nice fabric and very feminine otherwise.
