I am 5' 4" and had three inch heels. I ordered the size meant to fit up to someone 5' 6". The dress was still too long by several inches.

These were a bit heavy. One fell off but thankfully, another person at the event spotted it and returned it. The back was still on my ear so I did not lose anything. I was afraid to wear them the rest of the evening and took them off.
